The Confederation of British Industry's distributive trades survey saw 39% of respondents report lower sales for the first half of June against last year.
However 30% of respondents said sales were above year previous levels, creating a -9% balance. The CBI said the figures for June remained "disappointing" and noted that retailers did not expect shoppers to respond particularly well to the July Sales.
June's -9% result was an improvement on performance in May which recorded a balance of -14%. In April, the CBI recorded a shocking negative balance at -26%.
Clothing retailers reported a record low on their year-on-year sales growth according to the CBI.
